These Measures are formulated in accordance with relevant regulations and conditions of the University, with the aim of encouraging college students to engage in innovation and entrepreneurship practices, further cultivating their innovative mindset, enhancing their competence of career establishment, and ensuring the successful development of the BNBU Maker Centre Incubation Base (hereinafter referred to as the "Maker Centre").
Located on the first floor of Teaching Building T3, the Maker Centre serves as a practice venue for students to develop innovation and entrepreneurship activities, which functions as an incubator. With a total planned area of approximately 2,480 square meters, it is currently designed to accommodate incubation for over 50 projects, including public areas such as a startup nursery, an entrepreneurship hub, meeting rooms, training rooms, and discussion zones. By providing free workspace and relevant policies, the University aims to build a platform for students to develop and enhance their professional and practical abilities and skills through establishing and operating business entities and engaging in entrepreneurship practice.
The Maker Centre shall be managed and operated by the Beijing Normal -Hong Kong Baptist University (BNBU) Innovation Centre.
Formulating the development plan for the Maker Centre.
Handling external publicity and liaison for the Maker Centre.
Managing the Maker Centre and entrepreneurial projects, including accepting and reviewing incubation applications for startup projects, conducting evaluations of incubated projects, and managing services, equipment, and property.
Providing entrepreneurial consulting and guidance services by engaging entrepreneurs with professional management expertise and practical experience, professors, and government personnel familiar with economic development and entrepreneurship policies to offer personalized guidance, which assists students in developing projects suited to their majors and entering into the Maker Centre for incubation.
Monitoring and managing the business activities of incubated projects to prevent violations such as subletting space or unauthorized changes to the approved project.
Implementing various support policies and providing consultation, such as business registration consulting, tax consulting, legal consulting, and investment and financing channels for incubated projects.
Building a platform for entrepreneurship exchange both on and off campus, and regularly organizing various innovation and entrepreneurship activities for students.
The Innovation Centre shall issue appointment certificates titled "BNBU Maker Centre Innovation and Entrepreneurship Mentor".
Mentors shall participate in specific guidance services organized by the Innovation Centre through various channels, including on-site guidance, telephone consultations, and online communication.
Handling visitor reception, documentation, and archival management for the Maker Centre.
Managing external publicity and processing approval procedures for project admission and exit.
Overseeing property management and logistical support services for the Maker Centre.
Handling other daily operational affairs of the Maker Centre.
Organizing various training programs and providing innovation and entrepreneurship consulting services.
Assisting incubated projects with business registration, tax registration and other related procedures.
Organizing participation for incubated projects in various on-campus and off-campus exchange activities.
Monitoring the operational management of incubated projects, providing financial supervision, guidance and management for these projects.
Managing the asset registration and administration for the Maker Centre to prevent loss of fixed assets.
Handling the financial management of the Maker Centre.
The legal representative of the enterprise applying for incubation (or the project team leader) must, in principle, be a current full-time student of BNBU, a recent graduate, or an alumnus who graduated within the past five years. The applicant must demonstrate sufficient innovative awareness and capability, have a clear direction and idea, or already possess a specific startup project.
The incubated project must not conflict with any laws, regulations, or university policies, must be free of intellectual property disputes, and must possess innovation and strong market potential. All other factors being equal, projects that involve cross-disciplinary or cross-faculty teams, align with China's high-tech industry priorities, or have won awards in university-level or higher entrepreneurship competitions will be given priority.
The legal representative of the enterprise and team members must possess sufficient startup capital and risk-bearing capacity. They must also obtain parental consent if applicable and have the project registered with their faculty.
Applicants must voluntarily accept and comply with all relevant management regulations of the Maker Centre.
Once admitted, the project must be able to carry out project-related work normally within the Maker Centre and utilize the space resources appropriately.

Copies of ID cards for the project leader and core members. Current students must provide a copy of their student ID. Graduates must provide a copy of their graduation certificate.
The Innovation Centre will review the application to verify the completeness, compliance, and authenticity of the documentation for preliminary shortlisting.
The Innovation Centre will organize an expert panel to conduct a review roadshow. The entrepreneur or team will present their project and plans, followed by a Q&A session with the panel.
The expert panel will deliberate based on the business plan content, presentation performance, and other relevant inputs to finalize the list of projects approved for incubation.
Results will be notified via email. Successful applicants will receive the BNBU Maker Centre: Notice of project incubation and be informed of the required materials for admission.

If business registration is completed, provide copies of the Business License, Organization Code Certificate, and Tax Registration Certificate.

Upon receiving the BNBU Maker Centre: Notice of project incubation issued by the Innovation Centre, the project team must complete admission procedures within the stipulated time, accept the assigned workspace, and sign the following agreements:

The project will be officially listed and commence operation.
The incubation period is a minimum of one year and a maximum of two years.
Projects wishing to continue incubation after the contract expiration may reapply for review.
Incubated teams shall not engage in commercial activities unrelated to their approved projects within the Maker Centre.
Teams shall conduct their activities only within their designated areas and shall not occupy public areas without authorization.
Decorative changes must be approved by the Innovation Centre by submitting the BNBU Maker Centre: Workplace Decoration Application Form (Appendix 8).
Entrepreneurship-related events require submission of the Maker Centre Venue Usage Application Form (Appendix 9) for approval.
Approved team members may not transfer or sublet their assigned workspace.
Teams must comply with all relevant national laws and regulations.
Teams must adhere to all Maker Centre regulations and agreements.
Teams operate autonomously and maintain independent accounting.
Teams shall provide required reports and data to the Innovation Centre when necessary.
Operating hours are 8:30–23:00.
Doors, windows, and power sources must be secured before leaving.
Overnight stays are prohibited.
Safety incidents caused by inadequate management will be the responsibility of the team involved.
Safety hazards must be reported to the Estates Management Office and the Innovation Centre.
No comments harming national security or national image may be disseminated within the Maker Centre.
Teams must maintain cleanliness in their designated areas.
Public areas and facilities must also be kept clean.
Assessments are conducted twice a year in June and December.
Assessment procedure includes:
Notification issued by the Innovation Centre.
Preparation of required materials by incubated teams.
Professional review and investigation.
Scoring of projects.
Publication of assessment results.
Assessment results are classified as Excellent, Qualified, or Unqualified.
A project may be deemed unqualified under circumstances including prolonged inactivity, submission of false materials, safety incidents, disciplinary violations, exceeding business scope, or repeated safety warnings.

Projects rated as Unqualified shall be required to exit the Maker Centre.
When the agreement expires, the project must complete exit procedures with the Innovation Centre.
If a project leader wishes to exit due to internal issues, an exit application must be submitted to the Innovation Centre and approved before completing exit procedures.
If operations cannot continue due to the graduation of the project leader, exit procedures must also be completed.
The Innovation Centre may terminate the agreement under circumstances including serious violations, unqualified assessment results, disciplinary actions, or university withdrawal orders.
Projects receiving an exit notice must complete all exit procedures within 10 days and restore the workspace to its original condition.
Failure to comply with these Management Provisions or the signed agreement constitutes a breach of contract and may result in obligations to remedy the situation or compensate for losses.
Mentors shall be issued appointment certificates titled "BNBU Innovation Centre: Innovation and Entrepreneurship Mentor".
Regular thematic seminars on entrepreneurship will be organized.
Mentors provide regular guidance or one-on-one mentoring to incubated projects.
Matters not covered by these Measures shall follow relevant national regulations and university policies.
These Measures come into effect on the date of issuance. The BNBU Innovation Centre is responsible for their interpretation.
